London-based Senior Associate Stuart Bruce has been appointed as an Expert Reviewer of the Intergovernmental Panel on Climate Change’s (IPCC) flagship Sixth Assessment Report (AR6), due in 2022.
The IPCC is the UN body created to provide policymakers with regular scientific assessments on the state of knowledge of climate change, its implications and potential future risks, as well as to put forward adaptation and mitigation options. The assessment reports are a key input into the international negotiations to tackle climate change. The IPCC’s 2018 Special Report on Global Warming of 1.5°C accelerated global policy development to address climate change and the energy transition.
Mr. Bruce will provide input on international law and policy into Working Group III (WGIII) on Mitigation of Climate Change. WGIII takes both a near-term perspective relevant to decision-makers in government and the private sector and a long-term perspective in which it helps to identify how high-level climate policy goals might be met. WGIII addresses all aspects of mitigation including technical feasibility, cost and the enabling environments that would allow measures to be taken up, including policy instruments, regulatory frameworks, governance and social acceptability. Mr. Bruce’s contribution will focus on the international law, policy and governance dimensions of climate change mitigation, including in relation to international trade, investment, disputes, international institutions, energy transition and development.
Mr. Bruce’s contribution to the IPCC’s AR6 complements Wilmer Cutler Pickering Hale and Dorr LLP’s work at the intersection of government, technology and business.
