Andre Owens, a Washington-based partner at WilmerHale, was among 68 new members recently elected to the American Law Institute—the leading independent organization in the US producing scholarly work to modernize, improve and clarify the law. Its elected membership is limited to 3,000 lawyers, including practitioners, federal and state judges, legal scholars, and other legal professionals. Mr. Owens is one of only seven new ALI members based in Washington.
“Our membership is made up of an engaged group of distinguished and thoughtful volunteers,” ALI President David F. Levi said in a press release. “I am very pleased that this group of new members will bring diverse experience and views to the Institute. The contributions of these highly accomplished academics, judges and legal professionals will add great value to our projects,” he said.
Mr. Owens is a member of WilmerHale’s Securities Practice and Broker-Dealer Group and his practice focuses on securities trading and markets activities. He has been consistently recognized as a leader in financial services regulation and broker-dealer field, including being consecutively named in the 2010-2018 editions of Chambers USA: America’s Leading Lawyers in Business. Mr. Owens is a member of the Business Law Section of the American Bar Association and the Securities Industry Financial Markets Association's Legal and Compliance Division.
Before joining WilmerHale, Mr. Owens served as a member of the Counseling and Regulatory Policy Group of the SEC’s Office of General Counsel from 1992 to 1994, where he provided advice and recommendations on various proposals presented for Commission action, including proposed rulemaking actions, exemptive applications and enforcement matters. From 1994 to 1997, he served as Counsel to SEC Commissioner Steven M.H. Wallman and advised Commissioner Wallman on policy issues in the areas of market regulation and investment adviser activities, as well as on a variety of administrative law issues. Mr. Owens graduated from Providence College with a bachelor's degree and holds a JD degree from Harvard Law School.
