Excerpt: The COVID-19 pandemic has led to a wide array of state and local shelter-in-place orders that will likely breed significant litigation between governments—particularly now that many states are contemplating different approaches and timetables for lifting the orders and as the federal government has announced a commitment to reopening the economy.
