Partner David Ross will moderate a panel during the 2019 International Trade Update titled, "Trade and Presidential Authority: A Constitutional Law Debate." Topics will include:
- The scope of presidential authority under discretionary statutes such as Section 232 and the International Emergency Economic Powers Act;
- The circumstances under which the President’s discretionary decisions can be subject to judicial review; and
- Possible discretionary actions that the President can take to enforce trade policies.
