Yoon Hi Greene is a leading enforcement and litigation attorney, having spent over twenty-three years at the Federal Reserve Bank of New York (New York Fed). Ms. Greene was the Deputy General Counsel heading the New York Fed’s Enforcement, Litigation, Investigations and Corporate Affairs Division and most recently served as the Acting Co-General Counsel of the Legal Group. During her tenure at the New York Fed, Ms. Greene oversaw complex regulatory enforcement investigations of financial institutions and institution-affiliated parties and was involved in numerous multi-agency, international enforcement actions related to violations of the Bank Secrecy Act, OFAC sanctions, anti-money laundering laws, the Foreign Corrupt Practices Act, and FX manipulation, which resulted in billions of dollars in civil money penalties and fines. She also conducted investigations and brought enforcement actions relating to unsafe and unsound practices in connection with consumer compliance, correspondent banking, and balance sheet manipulation. In addition, she advised senior management at the New York Fed with respect to congressional inquiries and requests and provided counsel to the Compliance Function and other areas of the New York Fed with respect to Reserve Bank master account and central bank services.

Ms. Greene focuses her practice on the representation of banks and financial institutions as well as financial technology companies in a wide range of enforcement, litigation and investigative matters. She provides regulatory guidance and advises on best practices relating to risk management, compliance, corporate governance and internal controls. Ms. Greene also counsels clients on navigating internal investigations, including investigations related to compliance with sanctions, anti-money laundering and Bank Secrecy Act laws and regulations, allegations of malfeasance, and ineffective risk management, governance and controls. Ms. Greene has extensive experience in a variety of banking and financial services regulatory issues as well as handling probes by federal and state regulatory enforcement and criminal authorities. With respect to financial technology companies, Ms. Greene counsels and advises these companies on licensing issues, governance and controls, and represents them in connection with inquiries from state and federal agencies.

At the firm, Ms. Greene is the co-chair of the firm’s New York Diversity Committee and is active in the firm’s pro bono and summer associate programs.

Professional Activities

Ms. Greene is a member of the American Bar Association and the New York City Bar Association’s Banking Law Committee. She is a founding board member of Joy Missions International, a non-profit organization dedicated to providing funds for education and healthcare for underprivileged children and adults in Rwanda.
