Dr. Philipp Irmscher advises international and domestic clients legally and strategically in regulatory and public policy matters.

He is a member of the Crisis Management and Strategic Response Group, which enables WilmerHale as one of the few law firms to offer US-style public policy advice in Germany. He provides strategic counsel to companies, associations and governments facing complex regulatory, legal and policy issues. He also advises on  legislative procedures or parliamentary committees of inquiry.

The legal focus of Dr. Irmscher's work is Administrative and (European) Constitutional law. Dr. Irmscher has particular expertise in the regulation of supply chains and ESG issues at national and European level. He also regularly advises and publishes on the regulation of interest representation, in particular on the German Lobbying Register Act.

Dr. Irmscher joined WilmerHale in 2020. Prior to joining the firm, he received his LL.M. at Harvard Law School as a Fulbright Scholar and completed his legal clerkship inter alia at the German Federal Chancellery and several major international law firms.  

Dr. Irmscher is a member of the German-American Lawyers Association (DAJV), as well as the Studienvereinigung Kartellrecht.
